Met het project TEA FOR 2 willen we onderzoeken en testen hoe de sociale economie een rol kan spelen in het oplossen van de arbeidsmarktproblematiek in de Woon- en Ouderenzorgsector.

De woon- en ouderenzorgsector geeft een duidelijk signaal dat het huidige takenpakket van de zorgkundige onhoudbaar is. Te veel niet zorg gerelateerde taken zorgen voor een hoge werkdruk en te weinig tijd voor de essentiële zorgtaken. Neem hierbij nog eens de toenemende vergrijzing in rekening en een oplossing voor de arbeidsproblematiek in de woonzorgsector dringt zicht op.

Ook de Sociale Economie is voortdurend op zoek naar nieuwe marktniches en onderzoekt wat ze bijkomend kan betekenen voor de dienstverlening in Vlaanderen. Momenteel is de sector te sterk toegespitst op de Kringwinkelactiviteiten, waardoor ze dreigt afhankelijk te zijn van 1 marktniche. Bijkomend zet zich ook een daling van de structurele subsidies binnen de sector in.

Met TEA FOR 2 willen we goede praktijken uitwisselen en testen. We onderzoeken of er binnen de woon-en ouderenzorg functies zijn, die we kunnen aanpassen op maat van de sociale economie werknemer. Het gaat hier voornamelijk om logistieke taken die mogelijk ongeschoolde werknemers kunnen uitvoeren. We willen in kaart brengen welke taken dit zijn en welke nieuwe jobs we hieruit kunnen creëren binnen de Sociale Economie. Tegelijkertijd faciliteren we hiermee de woon-en ouderenzorgsector op logistiek vlak en verminderen we de werkdruk bij onder meer de zorgkundigen. Op die manier kunnen zij zich terug  focussen op hun zorgtaak.

We stellen hiervoor een aantal onderzoeksvragen voorop, o.a. :

• Welke initiatieven en functies kunnen ontstaan?
• Hoe integreren we deze functies in de Vlaamse arbeidsmarkt?
• Welke samenwerkingsverbanden zetten we op en tegen welke kosten?
• Hoe begeleiden we de doelgroepmedewerkers uit de Sociale Economie zodat zij deze taken kunnen overnemen?
• Zijn er gelijkaardige goede praktijken aanwezig in het buitenland?

Met het project TEA FOR 2 brengen we de bestaande initiatieven in kaart en gaan we op zoek naar inspirerende transnationale voorbeelden. Deze praktijken vertalen we naar de Vlaamse context en testen een aantal initiatieven uit binnen een sterk partnerschap, zowel Vlaams als internationaal.
De resultaten van deze testings dissemineren we binnen de beide sectoren en vormen de basis voor een aantal concrete beleidsaanbevelingen voor de twee sectoren.

The TEA FOR 2 project aims to examine how social economy can play a role in the solution of the job market issue in the living- and elderly-care sector.

The living- and elderly-care sector clearly demonstrates the actual untenability of the carer’s range of duties. Too many unrelated tasks cause a high pressure of work and leave too little time for the essential duty tasks. Take into consideration the increasing ageing population and a solution for the job issue in the living-care sector appears imperative.

Social economy is also unremittingly looking for new niche markets and examines how it can be additionally significant for care provision in Flanders. At the moment  the sector’s focus is too strongly targeted on shops, specialised in recycled goods, which threatens to lead to dependence of one niche market. Additionally a decline in structural subsidies within the sector becomes noticeable.

TEA FOR 2 wishes to interchange and test good experiences. We examine whether we can adapt positions within the living- and elderly-care to the measure of social economy employees. It is mainly a matter of logistic tasks which could be performed by unskilled employees. We intend to map these tasks and conclude what new jobs we can create within social economy from that point of view. Herewith we facilitate the living- and elderly-care on the logistic level at the same time and, among other things,  we reduce the pressure of work for carers. In this way they can focus on their care providing task again.

For this purpose we propose a number of inquiry questions such as:

• What initiatives and positions can be created?
• How do we integrate these positions into the Flemish job market?
• What  forms of cooperation do we set up and at what costs?
• How do we coach the social economy target group employees in order to enable them to assume these duties?
• Is there any similar good experience in other countries.

By the TEA FOR 2 project we map the existing initiatives and we look for inspiring transnational examples. We translate these experiences into the Flemish context ad test  a number of initiatives within a strong partnership, both Flemish and international. We disseminate the results of these tests within both sectors and create the basis for a number of policy recommendations for both sectors.
